Title I program originated in 1965 when Congress passed the Elementary and Secondary Education Act, and was reauthorized in 2001 with the passage of the No Child Left Behind Act. 

It is a federal grant program for students living in areas of high proverty. The program is designed to help students, served by the program, to achieve proficiency on challenging state academic achievement standards. Title I schools may use Title I funds, along with other federal, state and local funds, to operate a "schoolwide program" to upgrade the instructional program for the whole school.

Title I main purpose is to ensure that all children have  a fair, equal and signigicant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challeging state academic achievement standards and state academic assessments. Title I program emphasizes in building basic skills and confidence around each student's strength, interest, and creativity while supporting their classroom instruction and helping students attain their grade level in languae arts and/or mathemetics. Some students need more than their regular classroom experience in order to develop their true potential.
